It's the Tower Hill memorial. The first Tomb Raider filmed a bit of it here :)

quite odd that i've never been there.... is there anything special to see or is it just to see the main thingy from the outside? i shall probably pay a visit soon

just go to tower hill station and it's right next to it, i don't really know what is in the building, but the garden is alright for a visit :)
